Toki Messe Befco Bakauke Observation Deck
A free observation deck on the 31st floor of the Bandaijima Building at Toki Messe, facing Niigata Port, about 125 meters above the ground. The building was completed in 2003. From the quiet, glass-enclosed floor, at night you can see only the city lights and the dark Sea of Japan. With few people around after dark, the observation deck falls silent like a waiting room for a journey that goes nowhere.
