Palácio da Justiça, Brasília Ministries District
The Palace of Justice, home of the Ministry of Justice, completed in 1972 and designed by Oscar Niemeyer. Artificial waterfalls pour between its concrete columns into a shallow pool in front. It stands in a government district where 17 identical ministry buildings line both sides of the Eixo Monumental at equal intervals all the way to the horizon, and because the city plan was not designed for walking, hardly anyone is on foot even in the daytime. In the dry season the air is parched, shadows fall dark, and only the sound of water echoes. Sixty years on, the central axis of the "capital of the future", drawn across the grassland in 1960, still stretches out without ever having been caught up by the human scale.
